All quests are sorted by which city is required to play. Also, which quests are character stories. I'm about to list all Travel, Story, and Relic quests in Guildmaster, noting which cities are required to unlock them and which cities are unlocked by completing. Warning: If you are trying to figure out (like I was) how to unlock a certain quest, read on, but if you prefer the surprise of unlocking things, leave now.
